Round-table discussion under the title “Small – scale distributed power generation development in Belgorod Oblast” has been held today, as part of interregional exhibition “Energy saving and electric engineering. Housing and public utilities”. Representatives of Belgorod public authorities, metropolitan regions, heads and specialists of enterprises, who are interested in solution of tasks and problems of small-scale distributed power generation, took part in this discussion. Among the event’s speakers also were representatives of technological platform “Malaya raspredelionaya energetica” ( “Small-scale distributed power generation”), FSBI “REA”(Russian energy Agency) RF Ministry of Energy.
Round – table discussion was opened by welcome speech of OAO “Belgorod Institute of Alternative Energy” General Director – Mr. Victor Filatov, who pointed special urgency of discussed topic for Belgorod Oblast and announced goals and objectives of the event. Mr. Filatov told about acting Belgorod Oblast Governor’s Council for small-scale distributed power generation development, which main tasks are innovative and energy effective development of distributed power generation in Belgorod Oblast and its integration with Belgorod power supply system.
Working group of Council with members from Belgorod Institute of Alternative Energy, has worked out Belgorod Oblast distributed power generation development conception, based on principles and provisions of all- russian Conception.
“Our conception forms main directions, goals and objectives of regional fuel and energy complex and sectorial systems of power and heat supply, meeting the economic and social interests of Belgorod Oblast” – accentuated Victor Filatov.
Discussion of topical problems has begun with all-russian situation. General Director of non-profit organization “Raspredelionaya energetica” (“Distributed Power Generation”) Andrei Lapin has spoken about RF Ministry of Energy working group activity in implementation of intellectual energy systems, about federal support of innovative energy projects, and about participation of non-profit organization “Raspredelionaya energetica” in assistance of non-profit organization members interaction with federal bodies of executive power and scientific community.
The head of investment programs realization department of fuel and energy complex of Belgorod Oblast commission for state regulation of prices and tariffs Vladimir Bokov, who has taken part in discussed document development, has brought to public attention main clauses of small-scale distributed power generation development conception in Belgorod Oblast up to 2020.
Head of legislation development in power engineering and innovation studies Department of RF Ministry of Energy Alexei Tulikov delivered a speech on energy service market development in public sector, and financing of municipal projects in energy efficiency level increase.
But the most “heated” part of discussion was the second one, dedicated for lecturers, who have already installed small-scaled distributed power generation objects, and coming up against diverse obstacles at the same time. Participants, who have taken a risk and brought to life their projects, highlighted the necessity of legislation framework being more comfortable for energy and energy consuming organizations, in order to get federal support based on this conception for the best distributed power generation in the area of region and separate projects power supply.
Urgent necessity in installation of independent centralized networks of generating capacities is not accidental today. It is happening due to agro industrial complex-, hothouse facilities-and aquaculture development, and due to consumers’ power supply efficacy level increase necessity. According to document discussed installation of 172 small-scaled distributed power generation objects with total capacity level 552 MW is foreseen up to 2020. Small- scale power generation development conception in the region, according to the participants opinion, should be realized in such directions like: RES development, housing and public utility service energy structure modernization, generation objects installation at the territory of Belgorod Oblast enterprises.
As the result of the discussion, all the participants have noticed the necessity of alterations and additions introduction to legislation, laws statutory instruments of Russian Federation with the aim to stimulate the small-scale distributed power generation objects development.
Round table-discussion has also expressed recommendation to Belgorod Oblast commission for state regulation of prices and tariffs to carry over the Small –scale distributed power generation conception in Belgorod Oblast up to 2020 for consideration during Belgorod Oblast government session up to 1st April 2014, and to form working group on long-term target-oriented program of small-scale distributed power generation development on the territory of Belgorod region during 2014-2020.
